cargo toppling usually happen during storms...if you tow someone with a boat that have less than 11 Wave resistant...the damage will be higher...

i think it does also prevent your crew from stealing, but I'm not sure about that...

Yup. This can also prevent your crew from stealing your trade goods. I was sailing with my aide Sarah on Store Keeper when I got a message that she prevented the theft of goods (my crew loyalty was around 18 then, so they weren't particular fond of me). I've never seen that before with any other aide that didn't have this. However, I notice my crew never tends to take anymore then 1 trade good at a time when they get unhappy, so this doesn't make this skill anymore useful unless you're a penny pincher. I have heard that your storage skill determines how much your crew can get away from stealing from you, but that im not quite sure.
