I have him but not got SB yet he needs to be lvl 41 maritime to unlock the SB skill

yes I have sb on him. his lvl 51 MT on me now.. he's my 2nd aide

ShipBuilding has ridiculous requirements on this aide. Nonetheless if you can be patient (really, really patient) then this aide has what you need as Shipwright: casting bonus & shipbuilding bonus

Yes, he has all the skills listed for him on this site at the level/trait points requirements listed. Unlocking his ship building skill takes a long time as the level requirements are very high.
