                    How much development is needed in the company colony before this can be built? Our colony has every available building constructed including the R2 Shipyard, booming economy, and nearly 2600 population, but I still don't have the option to build a Tow Cutter (or any other ship, for that matter) from the small flush deck style hull...

                    After sitting in seville and stalking Elysium members trying to get a town register, i finally found one (sorry if i broke any protocols but i didnt ask). Anyway, i sailed over with the hull and parts, and the option to build it as a normal ship was there, but not FS. I am a r17 Sber, so unless it requires r18 or more, i doubt it can be built with FS yet. I did build it as a normal type ship, and added the parts in after. Same result really, it just needed a few permits. So i am guessing that you can build this, but just not through the FS building.

                    Sakura, yes, EA can be added to tow cutter as an original skill in any major city, but you need to invest in order to get the skill to show up as an option

                    Would this be a good shipwreck ship? Or does it have to little sailors to be effective?

                    Too little sailors. Not only that, but from what I understand, light ships have a hard time salvaging standard and especially heavy ships. So you'd want a heavy ship to salvage with for certain.

                    I suggest you get the San Gabriel. It's got better crew, Haul Assist, EA, and Reference Room, the only non-astro ship to have it. It can also have a total of 9 mods!
