i have no idea what happen to you. but what i know cutter just need sb r6 and still can build event you not do investment. i remember i build cutter when i was lvl 4+2 at london, my character is portugal. so that mean no need to invest to build cutter

Tow and escort cutter can be built, no FS, only in colony, but normal cutter can be built in many places, london, seville, etc.

I've been able to build these at all starting capitals; Hamburg, Bremen, Groningen, Antwerp, Plymouth, Genoa, Pisa, Naples and Syracuse. Given that Groningen is a Dutch territory in which I cannot invest, I don't think that investment is an issue. Development may be, for all I know. This list is as exhaustive as I've been able to make it of non-colony cutter building ports. I doubt I've missed one, but I can certainly be wrong and I'd love to hear of any others people find.

I've been building Large Galleys and Armed Trade Carracks while sailing around, with some Dhows thrown in the mix.

Cutters are available to be built now in London. Maybe people will give some love to St. Petersburg so we can build schooners there.

does the exp for sb is less now in papaya's server ? i'm r12 now and only getting 27 for building cutter

or is it becoz i have shipwright job which +1 auto for expert so it count as 13 ? ( this doesn't make sense though )
