Have they just changed the requirements for this? I'm certain it used to be R5 Swordplay, and a higher battle level...

Is this skill have effect if we meele on sea i mean ++ our attack during a meele ? Or just on land battle ?

As in my sailors have more attack power when i'm in melee battle rather than we i have none.

how the fast way to lvling this skill?

It's a land battle skill, so you would grind it by um.. land battles. Don't use weapon techs or items that do damage, just stand in there and heal yourself, the proficiency increases with each swing of the weapon. I do not know if damage dealt plays a role or not.
