no more than 29m in my opinion since although the + are nice, the damage is weak compare to the higher tier weapons --such as durandal, fragarach, etc.

Yes it is. You need to do that quest first. This quest is also repeatable like Alexander's Sword quest~

Any quest that's part of a chain quest is usually not repeatable with rare exceptions (such as the AoS quest) unless you lose the discovery card for it through debate, Treasure hunt, or ornament making. And in these cases, you wont get the weapon again if it includes one, or at least it has an extremely low probability of dropping another one (I have yet to hear of any confirmed reports of a player of getting another though).
