if you wasted 120 qmps it means it was the last quest you did, you cant do the same quest twice in a row./ no other explination.

This job card can be obtained without doing the quest if you have use a Letter of Appreciation from Seafarers item and select its Endorsement Reward option. The card can apparently be obtained from a Spanish fleet (admiral name is Franco Thanude; fleet consists of three Battle Galleons) in the Antilles Open Sea zone. Franco's fleet departs from Santo Domingo.

Another Spanish fleet in the San Juan Open Sea can also give this card (admiral name is "Jorge Albacete" according to Google Translate). Other NPC fleets in the world may also gift this card; only these two have been recorded/confirmed as yet by JP players (and in Thanude's case, personal research).

In the event you have trouble finding someone to pull the job quest, it's not a bad alternative to keep in mind. Cheers.
