It's not useless, only a stupid maritimer would drop gunnery skill at high levels your cannons fire rapidly even if it's a cannon 14 type. I have my gunnery at r20 already and I can sink those fleets near nassau and lop buri in less than a minute.

what do ranks do? I know more dmg and faster reload, but how much more % dmg and how many seconds faster reload?

For those who still wonder what this skill exactly does:

It increases your loading speed and the higher rank the faster your munitions are loaded.

"Less prone to failure" means that the cannons will fail lesser when trying to shoot. In otherwords it prolongs the lifespan for the cannons that you're using for sea battles(less durability loss) and higher rank is higher lifespan.

So for those who're doing sea battle a lot THIS SKILL is essential!
