This ship is better than MIS, because material allows it to be built to 1420 dura.

1420dura is when built with National Millitary Paneling.

I don't really understand. MIS have 962 base dura while FIS has 913 base dura but with national plating FIS with lesser dura can have 1420 dura ? Am I missing some hidden stats or is ivyro's stats not correct for the FIS ?

Simple, the FIS starts out with Festive Wood Paneling, meaning it's dura is at 110%, the MIS starts out with Oak, meaning it's dura is at 125%. Once you put Nation Paneling (which is 141% dura) the MIS has lower dura than the FIS

IGP. Without fusion no, with fusion almost anything is possible. But specially for IGP, I believe yes, it can be fused.

thanks that mean i need a ship with igp to fuse to roar sea mine or i can use g1 and g3 to put those skills XD

Wait AM, you can only use 1 skill inheritance fuse, meaning you have to choose between IGP or RSM, can't have both. You could have a 4th optional skill by fusing a 'Skill slot Addition 1' or even a 2nd and 3rd with 'Skill slot addition 2 and 3' but the ship must not be maxed improved, i.e 7/7 for FIS, 6/7 FIS you could add 'Skill slot addition 1' with this fuse option and have let's say, WMB, DP, DHP as optional skills, IGP or RSM from skill inheritance.
