Why is this skill so good? Many competitive maritimers seem to choose this over bulletproffarmoring why? Won't "buckets" or whatever that item is called work just fine? Sure taht item can't be used during melee but people don't stay in melee during ESF right?

secondly you dont just get PvP during ESF and BC
Maritime companies have mock battles exercises and pirates & bounty hunters PvP lots

this skill can be used during melee, which makes essential pvp skill

yeah dumb skill. works while in melee. so it defeats drill. removes flooding from flood mines on clr. great for grinding too
