Alright gang. Smuggler/Outlaws:
1. Once every hour, a sea zone will spawn either Smugglers or Outlaws. They will remain there until the hour ends, randomly despawning/respawning throughout that zone (usually close to ports or landing points if any are present and almost always in the company of other NPC fleets).
2. The rare fleets alternate -- if Smugglers are present this hour, then Outlaws appear in the next hour, and so on.
3. You can only obtain 1 chest from a fleet per hour. Exception: if your inventory was full, you'll be told the chest failed to drop, so feel free to sink another fleet after making space in your inventory.
4. A notification that Smuggler/Outlaw fleets have appeared will show up in your chat window at the START of the hour but ONLY for players in the same 'region' (in towns, in docks, or at sea; those inside colonies/landing points will not see the notification). Seas/Regions are sorted according to port permits. For example:
"Smugglers have appeared in San Juan, Open Sea" -- this is the Caribbean Sea permit region. Those present in any sea region connected to this port permit, from Antilles, Open Sea to Cape Cod, Open Sea or a port/town will be notified.
But players in the Gulf of Mexico/South Caribbean won't see the notification because they are in the "East Coast of Latin America" port permit region. Regions are a bit weird sometimes; the "North Atlantic" region notification can be seen for the Canaries and Greenland... even if you're in Seville. KOEI logic, am I right?
Furthermore, this notification will not trigger for people who enter the rare fleet's present zone if they enter it after the hour begins. Even if you arrive 1 second after an hour begins, you won't see a message. You can only find the rare fleet by "luck" from that point on.
5. To date, rare fleets have been recorded appearing in every sea region/port permit region except for:
West Coast of Latin America (Chile Sea Basin is a possible rare fleet spawn point but it is actually connected to Oceania permit region)
Northeast Passage (they may appear here, but nobody's ever reported it to date)
Europe (Black Sea is an exception; North Sea, Mediterranean and Baltic zones are rare-fleet free)
In short... unless you're really lucky, you will never find them "by chance". Other players have to tell you about it, or you have to be in the right region when they spawn. This makes finding them very difficult. Perhaps there are some other players out there who could help you out. Cheers.

How are you able to farm Smugglers? My understanding was they could spawn anywhere in the world per hour. I've done quite a lot of sailing in a week and haven't come across them randomly.

Every stone has a unique effect/rank, so you will always want to save something for the future. Any tools devoted to upgrading Energy Stone will not affect Life or other stones at all, for example.
The "Stone of Wisdom" (google translation) will be next to release in Spica update then there will be a short pause in Stones until the Midgard update. Going by Norse Mythology and the Nine Realms, there may end up being 9 stones in all. Time will tell.
Also, here's a table of info regarding each stone's effects (Japanese only, I'm afraid):
gvo.gamedb.info/wiki/?Status%2FPotentialGem
And of course, UWC versions of this exist.

Current Maris update: Chapter 4.6: Nelson
Papaya Link: uwo.papayaplay.com/uwo.do?tp=news.view&postid=5620
Schedule of future updates from JP server:
Update 4.7: Spica -- tinyurl.com/UWO-7WondersSpica
(The Sky Atlas expands with new charting possibilities for the starry heavens above, the third Yggdrasil stone unleashes its power, Sagres' aide school adds new courses to unlock more skills for your trusty companions, and the Biography quests add Geography and Accounts to the mix. As usual, new discoveries also lie in store. Yo ho yo ho, it's a voyager's life for we.)
Update 4.8: Caravan -- tinyurl.com/UWO-7WondersCaravan
(2 new ships, another epic biography, a new city and the ability to form your own camel-based caravans. Wait, no alpacas? Grr. This release should be quite engaging! Possibly pungent as well. Cheers.)
Update 4.9: Eastern Trade -- tinyurl.com/UWO-7WondersEasternTrade
(An entirely new way to trade Nanban and finally bring out the full potential of the 'unfavorite' goodies which aren't Saori/Wuxu/etc.? But don't neglect to feed your camels! Also, new discoveries.)
Update 20th Anniversary -- tinyurl.com/UWO-2Decades
(Has it really been 20 years already? Time flies... New additions and rewards are added to the Sky Atlas, a new epic biography saga for biology appears in the Book of Wonders, special benefits for leveling up your trade caravan ranks, and... Level Caps are raised to 97, with special rewards given for reaching at least 96 in each level field. Happy anniversary, UWO - thank you for the many dreams and joys you've given us in our voyaging.)
Update 4.10: Midgard -- tinyurl.com/UWO-7WondersMidgard
(The mystery of the Nine Realms deepens as a fourth Stone representing the Midgard plane appears. What new powers might it bestow? Still more new aide skills appear at Sagres to unlock, and another shipwreck lies in slumber on the ocean floor, waiting to be raised with its treasures. And new discovery quests as usual. Let's hope there's no Midgard Serpents -- I hate snakes. Cheers, great online voyaging all.)

I do have a question maybe you could clarify for me and others in the future. We will be getting more stones, is it wiser to save some gemstones for future stones? or will future stones hav the rank as your currently owned stones?

"Tools for processing gemstones. They will change your Hidden Forces and, in some cases, increase the rank of the stones. However, the rank may also decrease."
This item can be obtained from doing virtually any action in the game, even before you unlock the Hidden Forces feature. The two easiest ways are:
1. Reading archive books (but even with headache medication or other tricks like Priest's Boston skill for infinite book reading, there is a hard limit of 5 obtainable kits total; then you must port reset before any more will drop)
2. Defeat land/sea NPCs (no apparent limit)
As for how to use them, you need to do certain quests to unlock the power of Hidden Forces. Since ivyro doesn't have them listed yet, here's some brief info:
Quest 1: The Legendary Giant Tree (appears at the London Adventure Mediator and is a 4-star difficulty quest; Spanish language skill required)
Steps: 1. London Adventure Guild - Talk to Adventurer Guild Master
2. London Archives - Talk to Scholar
3. Lisbon Tavern - Talk to Adventurer-style Man (Tradescant)
4. Oxford University Lecture Hall - Talk to Professor
5. Oxford - Researcher (near the carriage to the northeast; consider having a drink at the cafe outside the Lecture Hall so you can teleport to him by mini-map)
6. Stockholm - Enter the bar
*When you arrive, events will trigger automatically and the quest will be completed.
Unlocks: Hidden Forces menu + Stone of Life
Quest 2: Paradise of Fairies (appears at the Lisbon Adventure Mediator and is a 4-star difficulty quest; Portuguese language skill required)
Additional requirements: Discover St. Petersburg + complete [DBLINK:99990587] folkore quest + The Legendary Giant Tree quest
Steps: 1. Lisbon Adventurer Guild - Talk to Guild Master
2. Athens Archives - Talk to Tradescant
3. Hamburg - Talk to Resident (near Martin Luther's residence)
4. London - Talk to Shakespeare
5. Oxford Lecture Room - Talk to Professor
6. Oxford - Talk to Tradescant (outside of the Lecture Hall)
7. St. Petersburg Archives - Talk to Scholar
8. St. Petersburg - Talk to Tradescant (outside of the arcvhies)
9. Sagres - Talk to Enrique
Unlocks: Stone of Energy
You can read more about the Stone updates here:

I hope this helps. Cheers all; great online voyaging to you.
