"Tools for processing gemstones. They will change your Hidden Forces and, in some cases, increase the rank of the stones. However, the rank may also decrease."
This item can be obtained from doing virtually any action in the game, even before you unlock the Hidden Forces feature. The two easiest ways are:
1. Reading archive books (but even with headache medication or other tricks like Priest's Boston skill for infinite book reading, there is a hard limit of 5 obtainable kits total; then you must port reset before any more will drop)
2. Defeat land/sea NPCs (no apparent limit)
As for how to use them, you need to do certain quests to unlock the power of Hidden Forces. Since ivyro doesn't have them listed yet, here's some brief info:
Quest 1: The Legendary Giant Tree (appears at the London Adventure Mediator and is a 4-star difficulty quest; Spanish language skill required)
Steps: 1. London Adventure Guild - Talk to Adventurer Guild Master
2. London Archives - Talk to Scholar
3. Lisbon Tavern - Talk to Adventurer-style Man (Tradescant)
4. Oxford University Lecture Hall - Talk to Professor
5. Oxford - Researcher (near the carriage to the northeast; consider having a drink at the cafe outside the Lecture Hall so you can teleport to him by mini-map)
6. Stockholm - Enter the bar
*When you arrive, events will trigger automatically and the quest will be completed.
Unlocks: Hidden Forces menu + Stone of Life
Quest 2: Paradise of Fairies (appears at the Lisbon Adventure Mediator and is a 4-star difficulty quest; Portuguese language skill required)
Additional requirements: Discover St. Petersburg + complete
Folklore of the Edge of the World folkore quest + The Legendary Giant Tree quest
Steps: 1. Lisbon Adventurer Guild - Talk to Guild Master
2. Athens Archives - Talk to Tradescant
3. Hamburg - Talk to Resident (near Martin Luther's residence)
4. London - Talk to Shakespeare
5. Oxford Lecture Room - Talk to Professor
6. Oxford - Talk to Tradescant (outside of the Lecture Hall)
7. St. Petersburg Archives - Talk to Scholar
8. St. Petersburg - Talk to Tradescant (outside of the arcvhies)
9. Sagres - Talk to Enrique
Unlocks: Stone of Energy

I do have a question maybe you could clarify for me and others in the future. We will be getting more stones, is it wiser to save some gemstones for future stones? or will future stones hav the rank as your currently owned stones?
Every stone has a unique effect/rank, so you will always want to save something for the future. Any tools devoted to upgrading Energy Stone will not affect Life or other stones at all, for example.
The "Stone of Wisdom" (google translation) will be next to release in Spica update then there will be a short pause in Stones until the Midgard update. Going by Norse Mythology and the Nine Realms, there may end up being 9 stones in all. Time will tell.
