    In my case, I opened 9 Chests, Renego / Scalses / Special Delivery /
    and 6 PO Collections!! spent all PO Collections buying RTG hehe

    So far i opened 172 and got:

    20x Purchase Order Collection 57 times, 33.1%
    5x Master Craftsman's Special Repair Tools 26 times, 15.1%
    5x Renegotiation Demand 20 times, 11.6%

    5x Phantom Monster's Scales 17 times, 9.9%

    How are you able to farm Smugglers? My understanding was they could spawn anywhere in the world per hour. I've done quite a lot of sailing in a week and haven't come across them randomly.

    Alright gang. Smuggler/Outlaws:

    1. Once every hour, a sea zone will spawn either Smugglers or Outlaws. They will remain there until the hour ends, randomly despawning/respawning throughout that zone (usually close to ports or landing points if any are present and almost always in the company of other NPC fleets).

    2. The rare fleets alternate -- if Smugglers are present this hour, then Outlaws appear in the next hour, and so on.

    3. You can only obtain 1 chest from a fleet per hour. Exception: if your inventory was full, you'll be told the chest failed to drop, so feel free to sink another fleet after making space in your inventory.

    4. A notification that Smuggler/Outlaw fleets have appeared will show up in your chat window at the START of the hour but ONLY for players in the same 'region' (in towns, in docks, or at sea; those inside colonies/landing points will not see the notification). Seas/Regions are sorted according to port permits. For example:


    "Smugglers have appeared in San Juan, Open Sea" -- this is the Caribbean Sea permit region. Those present in any sea region connected to this port permit, from Antilles, Open Sea to Cape Cod, Open Sea or a port/town will be notified.

    But players in the Gulf of Mexico/South Caribbean won't see the notification because they are in the "East Coast of Latin America" port permit region. Regions are a bit weird sometimes; the "North Atlantic" region notification can be seen for the Canaries and Greenland... even if you're in Seville. KOEI logic, am I right?

    Furthermore, this notification will not trigger for people who enter the rare fleet's present zone if they enter it after the hour begins. Even if you arrive 1 second after an hour begins, you won't see a message. You can only find the rare fleet by "luck" from that point on.

    5. To date, rare fleets have been recorded appearing in every sea region/port permit region except for:

    West Coast of Latin America (Chile Sea Basin is a possible rare fleet spawn point but it is actually connected to Oceania permit region)
    Northeast Passage (they may appear here, but nobody's ever reported it to date)
    Europe (Black Sea is an exception; North Sea, Mediterranean and Baltic zones are rare-fleet free)


    In short... unless you're really lucky, you will never find them "by chance". Other players have to tell you about it, or you have to be in the right region when they spawn. This makes finding them very difficult. Perhaps there are some other players out there who could help you out. Cheers.
