Hmmm... well, this can apparently be found in a shipwreck added in the Wild West update ("Hazel"?), though I'm not sure of much else as yet. It was also released in the Wild West Mystery Bottle (10/22). Stats:

+1 Sniping
+1 Assault

However, there's also a color-custom version available from Aide Production. It's an R11 Handicrafts recipe (you'll need an aide with HC skill +1, naturally or added) that appears with 19th Century Chrono Quest title equipped, and is +1 Livestock Trading.
