                Santiago Imperial Contract
                Our country is doing all within its power to open that canal. The next thing we need for you to do is to take a survey of the people's opinion in Panama. Report back to us on how the people feel about opening a canal there within 300 days.

                                  1. Travel to Panama
                                  2. Talk to the Barkeep in Panama
                                  3. Talk to Port Official in Panama twice
                                  4. Return to Santiago and report.
                                  (Usage of previously opened canal is not possible for this quest)



                                  The barkeep's motives
                                  Quite a few people have seen some of your lot carrying stuff through the forest. They were able to make it through to Portobelo. I guess things will be easier when the canal is finished, huh? Come to think of it, the Port Official was grumbling too.


                                  The port official's motives
                                  Portobelo is an important trade hub for sending Incan wealth to Europe and for receiving supplies in return. While this has made it a target for pirates, it is protected by that fort. However, there's no fort here in Panama.


                                  The port official's request
                                  Once the canal is complete we'll see a lot more supplies coming through.
                                  I wonder if pirates are just going to let it all slip by them...?
                                  We'll probably need a fort here like the one they have in Portobelo.


                                  Bahama survey report
                                  "It's not uncommon for people to disappear in the jungle. I want the canal to be completed soon. The reason Portobelo suffers so little from pirates is that it is defended by a fort. I'm afraid that pirates will prey on Panama when the canal is completed. I would appreciate your consideration on the matter..."
                                  I should deliver this report to the Consul.

                                      there is an order to doing imperial quests, you are trying to do panama canal quests before you have done all of the other ones that have to be done first.

                                      I am at Santiago, but there is no imperial quests. I did the imperial quest at Rio, Manila, India already. Cannot do Santiago yet. Please help!

                                      You need to visit Panama at least once before you can start the Imperial Quests in Santiago.

                                      60PA, 72 PA with oxford skill... and a lot of fame, good to do together with the second Shipwreck thesis of oxford... (that's a plus of 1k adv exp and 500 fame per each trip)
                                      Also good to do them with Tips on reporting, to get even more fame!

                                      @Lisa: iirc, the sequence is as follows after talking to the Consul...

                                      1. Leave Santiago for Panama (Please note you cannot use the Canal Transport ship IF you've already opened Panama Canal as this is a timed IQ, not too sure if you can use it going back but I think it still applies as well)
                                      2. Talk to the Barkeep in Panama
                                      3. Talk to Port Official twice in Panama
                                      4. Return to Santiago to report.

                                      You can't use the canal to go back after completing the quest so you have to go back around the continent :)

                                      This quest is great, because is less repetitive than Portobello quests for 4 PAs... but cant be done that fast

                                      dont need to keep doing IQ until you see the one you want, just talk with other npc (like a near consul) and the list refresh.

                                      I can do you one better than that. You don't even have to talk to another npc, simply right click and hit the button again that looks like a qmp, a completely new list of IQ will spawn every time. The only thing is you cannot do any quest consecutively back to back. (Except of course for the "drill" quests in school).

                                      So if you haven't just completed this quest, repeatedly pull up the IQ list until it spawns.
