there is an order to doing imperial quests, you are trying to do panama canal quests before you have done all of the other ones that have to be done first.

I am at Santiago, but there is no imperial quests. I did the imperial quest at Rio, Manila, India already. Cannot do Santiago yet. Please help!

You need to visit Panama at least once before you can start the Imperial Quests in Santiago.

60PA, 72 PA with oxford skill... and a lot of fame, good to do together with the second Shipwreck thesis of oxford... (that's a plus of 1k adv exp and 500 fame per each trip)
Also good to do them with Tips on reporting, to get even more fame!

@Lisa: iirc, the sequence is as follows after talking to the Consul...

1. Leave Santiago for Panama (Please note you cannot use the Canal Transport ship IF you've already opened Panama Canal as this is a timed IQ, not too sure if you can use it going back but I think it still applies as well)
2. Talk to the Barkeep in Panama
3. Talk to Port Official twice in Panama
4. Return to Santiago to report.

You can't use the canal to go back after completing the quest so you have to go back around the continent :)

Okay So , I did this quest and then i went back to report it then i did about 4-6 Other Imperial Quest in Santiago but this quest still didn't appear . Any Idea why?

dont need to keep doing IQ until you see the one you want, just talk with other npc (like a near consul) and the list refresh.

I can do you one better than that. You don't even have to talk to another npc, simply right click and hit the button again that looks like a qmp, a completely new list of IQ will spawn every time. The only thing is you cannot do any quest consecutively back to back. (Except of course for the "drill" quests in school).

So if you haven't just completed this quest, repeatedly pull up the IQ list until it spawns.
