they can also be purchased from players in bazaar approx 180k + each or approx 35mil+ = 200

You can use them at the royal palace or equivalent to get an original ship permit to make improvements on your ship. You can also use them to make and add recipes to a recipe book. Also can be used to create a dock space for 1 extra ship at your nations territory in the Americas.

If you are Spanish or Portuguese, its best to deliver Hardened Rosewood Platings to the Carib colony, Trujillo or Pernambuco.
You can obtain 12 PAs for 5 Platings with Oxford skill.
You just need to prepare for Coals because Rosewood Plating is sold there. I believe it is the most efficient for both nations players.

Some of you may think its tough to hop back and forth every time, but there is a much better, time-saving way.
Prepare a ship with durability 1, large ship will be better. Change to the ship and try to go aground, you will be incapaciated soon. After you check shipwreck command, enter the port. Then you come to able to deliver items again.
