According to the info on this site the black variant is one of three possible drops from a geography map from the Ternate/Ambon archives. With prereqs of having discovered Palatine Hill and the port being in Capital status in order to have a chance of getting the map. Making this a pretty rare item.

I can confirm the Shipwreck route map from Ambon/Ternate's archives does indeed yield the black version of this hat. If you have previously charted the Banda and Celebes Sea zones, you can check both ports' development status to see if either location has reached Central Capital status. And, while it may seldom if ever work, consider searching for discarded maps at the Scholar... 'tis how I obtained my own black hat map.

xD went to find that Hat with a friend today, did the pre.discovery and the discovery before that , after wasting 500k and dozen headache meds found out that neither Ambon or Ternate are Central Capitals xD
