is the percentage how much they have of that kind of item?

Theo

i dont know what the baseline percentage means
if the arrow is blue - you trade
if its green - you cannot trade
if its red or orange - you can trade ,but you lose EA contribution points
thats all the important stuff you need to know.
besides with the above info your question is flawed:-
why would you get minus contribution for trading sundries to Edo if they only had 35% of that kinda item.
i imagine its more likely representative of the +/- boost to contribution points earned by trading in that item...

i imagine its more likely representative of the* boost to contribution points earned by trading in that item...
and +/-** next to arrows is extra boost for trading in different status'

How long do the status(such as cold damage) last in EA? Is it 2 hours or an hour and a half?
It changed at 7:10 central time today. I've been making great deals with fragrance from Goa, both types trading at same time, close to 5k contri points using 3x purveyor ticket.
It's great if you know the status change times. Nice to hit the Boom Status in a city.

@ Justin, why not just do your 5 trades per day, then switch to dungeon?

the purpose of the chart is to show the basic trends of the market's supply/demand.
positive arrows means that city supplies that type of good, negative means they use that type of good and need some imported. larger the +/- value the greater the rate of supply/demand.
Percentages indicate their baseline stock level need. so in instances where the town supplies a good type the higher above the base stock level the better the trade ratio you will get. On the other hand, where a town needs to import an item, the further below the base stock level the better exchange ratio you will get.
trade ratio then will be based off these 2 things combined with the value each nation applies to specific goods. IE in japan they like their wine more than all other alcohols.
