The guy you have to deliver the Enfer Cannon is the Aged Military Man, the same guy you deliver the Close Helm. He is sit next to the Palace's Square Fountain.

If your asking if you can get the quest even without r16 casting then the answer is YES. You only need r13 for this quest to show up. Also remember there is a prequest you need to finish before you doing this.
