Beirut and Jaffa though the amount your able to buy there are limited, however their very close to each other (It's also a good way to grind Wares too). You might also consider London and Plymouth where you can buy more quantities of more the weapon they sell (especially if your English), but their a bit further away then the Beirut-Jaffa route. Note that there are no ports that sell more then one type of weapon...

The weapons-type trade good Crossbows is available from Plymouth during World Clock 15th Century, Periods 3-4, or with an Adept of Age title from those periods equipped. That means there is one European port in the game with two Weapon type goods for sale, if you meet the requirements. I found this to be the easiest (15-p3) Chrono title quest:
