    This item (along with three other Catalyst items) can be obtained by finding and defeating new NPCs in deck battle at the following sea zones:

    San Francisco, Open Sea
    The Gulf of Alaska
    Alexander Archipelago, Open Sea (10366, 3005)

    NPC Fleet/Name: Royal Frigate x4; "Emerging PiratesABCD"
    Sail Color: Red-Blue-Green-Yellow
    Deck Battle: 4 NPCs will appear randomly with Attribute(Fire/Water/Air/Earth)

    Tip: It's advised to have Plunder skill and Oxford skill Rare Item Plunder to increase chances of obtaining Catalyst items.
