So, there's currently a college lecture for this skill's thesis. My friend and I do not have r11 in any of the skills needed to access the thesis normally; that said, my friend can take the thesis (the closest they have to skill requirements is r9 gunfire), but I cannot see it.

Submissions shouldn't be a problem, since I have completed the college storyline, and have 300 submissions. I do have tactics and assault, but they're both only r1 as I'm mostly an adventuring type. Is there a reason why I can't see the Rare Item Plunder thesis despite the lecture being ongoing, like I need to have tactics/assault/guard/gunfire within X amount of ranks, or what?

Under lecture conditions a thesis that normally requires r11 you can do at r7, and those that require r7 or r2 you can do at r2 or 0 respectively.

Is this skill nerfed?? It' seems it doesnkt work or at least it gives a very small % increase. I tried to plunder engineer's chest and Mannequin (Lean M) with this skill on but it was useless, no rare items... I, I just ended with tons of hostility towards venice. I had better results with just plunder and seize cargo from aide, I plunderer 2 chests in less than 5 hours.

It poped to my when I had assault base rank 11 + over 90 thesis + college thesis event. No plunder r10 neither another unlisted requeriment.

Considering the fact that a the base rare item drop rate might be 1%, I believe this skill raises it a bit. And you SHOULD be using this with seize cargo. 2 chests in 5 hours? I get maybe 3-4 every hour...

This is not a tech. It is an Oxford skill. Like other other Oxford skills the thesis will show up when talking to the Oxford professor if you meet the requirements. Which is a base (unmodified) rank of 11 or more in one of these skills. Guard, Assault, Gunfire, Tactics.

I think you also have to progress enough in the college event stories for the research to pop up. If you look in the research results tab under research info it shows your event progress % before the next college story event. Just keep submitting reports to raise the %
