There's a fleet named "Emerging pirates" outside San Fran. 4 ships, each one with a differente sail collour. Nice looking ships. Anyone beat these guys? They drop something nice?

Those enemies drop the following:

Catalyst of Fire (needed for Military Scientist Endorsement Job Quest)
Catalyst of Water
Catalyst of Air
Catalyst of Earth
&
Seal of Gnome
Seal of Undine
Seal of Sylph
Seal of Salamander

But you must defeat them in Deck Battle to obtain the Catalyst drops. Possibly the Seals as well. Be advised, the Emerging Pirates use Aether elemental techs and are a powerful enemy. Cheers.
