Then I will amend my prior comment and state accordingly: This item is essentially a recolored version of the Memory Traverser's Boots equipment, identical in every regard including stats but for the different coloration. In order to obtain it, you must first collect Ancient Clothes or Ancient Hat items from the Sea of Wonders zone's rare green treasure-laden region. The item(s) you collect must then be subjected to an advanced alchemy experimental recipe that calls for R13 Alchemy/Sewing before it can appear, let alone be attempted. The exact process is still under investigation, but you may examine some clues here:
