                      I spent many QMPs trying to pull this quest until I used american translation notes. Seems like Quechuan is a must.

                      Having the language skill may help raise the likelihood of the quest appearing, but I didn't need it to make the quest show up for me, or to run/complete it. Given the bio/eco ranks, I suspect this is just one of those rare quests which can take multiple tries, even with SQMPs.
