FSD, LGB and Azuchi all have fame requirements somewhere above 40k. I imagine this one is similar.

You need at least 40k Adventure fame to pull quest. Same applies to other quests needed to pull other EA dungeons. I found though the more Adventure fame you have, the better chances your get this quest to show up sooner. I just had 42k fame when I pulled this and it took me over 40 QMPs to get this to show up.

Popped this quest with 44k fame in salvager job with shipwreck hunter title on ... also had korean :) .. no qmp. at 43k fame i couldnt pop it with 36qmp and 1xsqmp.

I used over 30 qmps +1 sqmp and I have 143k adventure fame, still no quest.... (Also, all skill requirements)

I found this quest when I arrived in port, and met none of the listed skill requirements. My adventure fame was 86k. In addition, the enemy you must "suppress" is named Grave Robbers Lv52, and you need only to defeat one such enemy to acquire the necessary quest information.
