                                    Ah, I see the problem. There's actually 2 quests you need to unlock this, and I only listed 1. Sorry about that. If you've done them both, though, then I'm not sure what else to try.

                                    An associate and I recently repeated this quest, along with a first-time quest completer. We each received the temporary Disguise Tool item listed above, so I believe it isn't a one-time only drop. 'Tis a pity that Memorial Albums cannot be reset and then be filled out more than once for additional rewards.
