In the square in front of the Archives. He's the Officer who's talking to a Soldier and a Military Man. Unhelpfully, he is not labeled "Naval Officer" but just "Officer."

This quest seems like it is unrepeatable, i used over 100 qmps to find it again with no luck. HOWEVER i did complete one small one where i didnt have to leave Tunis, tried again and found it after one qmp.

I had killed the admiral by accident after shooting him and not paying attention to his HP, please be careful and dont make the same mistake that i did.

You can't straight trying to pull the same quest you've completed before again, unless you already did a small quest as 'reset' trick. This works for all kind of quest, like quest for AOS or any kind of amulet.
