                                              To give you an idea of just how valuable and difficult this job card is to obtain... it used to be available apart from the quest chains listed above from a Ganador reward box that required 150 pieces EACH of broken cannon, broken armour, and ripped sail items.

                                              So yes. You need to do both. JP wiki confirms it as well. Best get to QMP spamming, friend.
