Remains of a city from the Indus civilization. It had extremely well laid out streets and fully functioning sewers. Called the hill of death for the human bones scattered all over the area.

The Japanese wiki doesn't say how much fame is needed so can't help you. But certainly, there is a fame requirement... we just don't know what it is. After 50 qmps, if you still can't get it to spawn, you probably don't have enough fame. Gain more fame and come back to it later.
