The fleet had been funded by the king of Spain, so the crew was mainly Spanish. In fact, Portuguese people were restricted from being commandeered.
At the time, Spain and Portugal were enemies fighting for supreme control of the ocean. I suppose it was natural that those measures were in place.

With a touch of fear in the air, Player set out for the next port of call, Rio de Janeiro.
