Francine you can have it 7/7 but you need 56 battle lvl.. each time you reinforce it the battle required battle lvl increased by 5..

Having ~100 less dura less armour and only 4 cannon slots means you're outright inferior if your opponent is smart and engage you in cannon fights (or even with mines) but in melee you have a comparable crew size and pre-emp attack negates each other so going back to your question whether you can win depends on whether you can survive the cannon/minning onslaught and just compete in melee. In 1v1 that's easier in 2v2 etc. it's a lot harder to survive the focused fire.

600mil? 750mil? wow people are so cheap always trying to get something for nothing 7/7 would take 53 ssisp's and even 15mil each that's 795mil just in ssisp's I don't know why anyone would want to lose money on their ships or sell them for less than the build cost when there are no fails in it or a normal build as you would say it should be selling for more than the build cost,....or you could always go try you own luck with success/fail rate and build your own get a idea of what goes into it

You do not have to BE Ottoman but at some point you have to have BEEN Ottoman so that you can have invested in Constantinople (What Istanbul was called until 1950)
