only activates when you hit the ship in stern/arse :)

Once the rudder is destroyed with this skill it cannot be repaired for the rest of the battle. Unfortunately, with a ship with max turn i did not see too much difference in ability to maneuver the ship. Maybe it would be more noticeable against a ship with less turn.
