you need invest 600k Ancona then its available in item shop, according to this site
but this site is a jap site for their game much info does not apply to our game yet as they are a few years ahead of us
so some info is not current - ok

Cities need to be developed to certain levels first. Then items become available after an individual makes investment of a few hundred thousand normally.

Eg In this case the city need to be developed to 60K (requiring alot of players to invest 100's of millions) once delevolped to 60K. The book will be available to players who have invested 600k in the city.

u cant be that dumb. investing is not completely developing a city. venicians have had this city for quite a while now but you guys just don't know how the hell you do things in the game. that's why france has been over taking your ports. Hey frenchie! 2 months later and don't look now, but Ancona is Venecian again! Yeah i'm dumb and don't know what i'm talking about...

Go carpet bomb the med with investments again, you can't keep all of 'em.
Somebody will take it over from time to time, but it always ends up Venecian in the end.
