Now available in the Premium Sailors bottle. This works pretty much like the
Bell of Withdrawal but has a significantly higher (100%?) chance of retreating from melee battle successfully.

In addition to being able to win them through Sailors bottle, These can also be made with an aide production recipe. Aide must have R15
Handicrafts and it will need 10
Gunpowder, 30
Steel, and 10
Smoke Ball. Production makes 1.
In turn, Smoke balls is also only made with an aide production recipe. Aide must have R10
Handicrafts. That one requires 200
Saltpetre, 200
Sugar, and 5
Mortar. Production makes 4.
So you can see, it's quite a bit of work just to make a small batch...

I'd estimate under 5m, as that's what they typically went for on GAMA and they're obtainable a couple of different ways.

These are also available at the Maritime guild shop.
Also they're less than 100% chance of escape, although they seem particularly effective against NPCs. I once heard its more like 45% chance of escape, although that could be entirely false, and could be that it has differing success rates for NPCs and players, and that the % success varies based on other factors (NPC level, # crew, any skills like obstruction/refined melee, etc.). I do know that this can definitely fail, though. Anyone with more accurate info feel free to chime in.

Why do I have to see this item back brrr. Anyway, this one is an enhanced version of
Bell of Withdrawal that nearly garantuee (approx. 95 %) you to escape from melee battle. The reason that they made this in less quantity in UWO is the fact it could break the melee battle AND deckbattle system.
The only way to counter them is through "obstruction" skill of your Aide(s) AND/OR having refined Assault or Gunfire skill in use.

I received x10 of these from Treasure Hunter NPC in the Labyrinth dungeon. It was mixed in with some level 20 NPCs, but I'm quite sure they didn't drop this. :)
