If I'm reading the wiki table right, you can make this at all four private farm locations, without any special requirements needing to be met beforehand.

There are 2 requirements to get this recipe to show at the farms:

1) Farm(as opposed to Mine, Fishery or Ranch) technological development level at(I believe) minimum 500

2) At least 1 Farm plot able to produce Large Leaves

It's been a few years, so my information may be shaky or out of date regarding the Farm technological development level(it may be more or less), but I'm almost positive about 1 plot being able to produce Large Leaves.

Eh, I helped somebody start a farm in St. Lucia today after maintenance, and without making any improvements after claiming the island, they could see the recipes for red/blue/gray Dye Refinement, Dye Refinement Vol. 2-9, and Fine Dye! But nothing else. I hope that helps!
