From what I've found on the JP sites, this could be obtained via a "Special Memorial weapon voucher", something given by way of a premium subscription offer in the past; there doesn't seem to be any other way of acquiring the J. Gun on GAMA at this time. It's +1 Gunfire and +1 Sniping, incidentally.
