This hat is a reward from completing and reporting an 8-star Maritime Quest out of St. Petersburg to the West Kara Sea. "Fled Bounty" is the translation I get, but you know how imperfect machine-based translations are:

I'm not big on Maritime, and have no idea if the above-mentioned quest is in the game yet, or will be released in a future expansion. Sorry 'bout that.

Additionally, this hat is/was available as a reward for logging in 9 consecutive days between August 20th to August 31st. "Only logging out of the game and close the game launcher, then logging in launcher and game again each day counts. Continously stayed in the game doesn't count," according to OGP.

Apparently, this requires the player to have a title regarding 18th-century 3rd period and to have Kara West Sea charted before the quest becomes available.

Can anyone confirm?

I'll ask someone to check, but the most you should need is West Kara Sea permits to generate the quest; only three quests were ever said to need charting done in advance, one of which turned out not to need it (San Francisco unlock quest), and another (Baltic Sea for St.P unlock) no longer applies. To the best of my knowledge, Chrono titles have also never been confirmed as necessary to pulling quests, only goods/items/recipes/Ganadors/astronomy discoveries.

You do not need the title to spawn the quest but you probably need to have charted to at least open up kara sea to spawn this quest as it is NE passage.

Agreed. As to the player I mentioned, they had Kara Sea open, 100k Maritime fame, and no Chrono title equipped; the quest was waiting for them on arrival. Happy hat hunting. Cheers.
