I'm interested to know that as well. I've finished the Sophie chain for Millionaire job (plus invested some, and even did a few quests to and out of St. Petersburg), and so far, nothing out of the ordinary happens when I speak to the city official. If there is a trigger... what could it be?

It was not a joke. I don't know what triggered it. Maybe my high royal fleet performance, not sure. Need to check japanese wiki about that.

I invested more than 5 mil in the city - maybe this was the case, because the city official told something about that I did something good for their country.

I invested only 60k and got the things you say. Money has nothing to do, I think it has to do with the 3 Advanced job because I have 2 of the 3 job and gave me two benefits, also in the conversation window appears that these benefits are obtained by being "a great adventurer" and "a large trader"

On the other hand, I know someone who said he received those benefits, but hadn't yet done any of the advanced job quest chains, let alone job-changed into the advanced jobs. Heading up there to invest just the same.

yep. levels might be the case here, mine were 76/74/74 - all 3 classes quite high.
rokr's levels prove this theory, because he got only 2 rewards out of 3
