Port Royal's item shop for the red version. It's era specific, but I found it with an Adept of Ages 17th Century, period 4 title equipped. And there's a notoriety requirement of 7k to equip or layer it. Sigh!
Now if you want the blue version, that takes a sewing recipe which I cannot recall the details of, and I have yet to find a purple one... though I hope to. Anybody else know about those versions, by chance?

The blue colored version is made with a sewing town's man recipe with the barmaid at the tavern in Port Royal. Again your need the Adept of Ages 17th century period 4 title equipped (not sure if it works with other time periods). Your also need R12 sewing, 10
Feathers, 30
Satin, and 3
Suede to make it. It too requires notoriety to equip, up to 8.5k this time.
And the purple colored version is a [rare] drop from beating William
Kid in Ganador. Unlike the first two hats, this one gives boosters (+2 to Gunfire and +2 to Surgery), and doesnt need notoriety to equip.

I saw a bright red version of this hat in the game recently. Does anyone know what it is, and how it compares to the other piratey bicorne hats here?

You might be referring to a Salvager Bicorne. 40 Durability/5 disguise/20 defence/+1 Salvage/+1 Evasion/+2 Wining and Dining. Required fame 10000.
