To create this item you will first need a Ancient Clothes from the Sea of Wonders -- it is a very rare item to come across. And even upgrading it via alchemy is difficult; you need R13 Alchemy/Sewing for the recipe to appear in your quarters and it may well be... luck based. Joy.
