1. Narrow Passage of Copenhagen
Oh, how about a drink? What? You're looking for something? Something connecting the Baltic Sea with the North Sea? That would be the strait on the way to Copenhagen. I'm pretty sure the residents of Copenhagen would know something.

2. Northeastern Strait
You're investigating something? A strategic location between the North Sea and the Baltic? I see. That would be the strait to the northeast of town. The majority of ships that go to the Baltic for trade pass through there. It would be terrible if ships couldn't pass freely through there.

3. Oresund
Apparently, most ships leaving the Baltic Sea for trade pass through the small strait northeast of Copenhagen. I am certain that this is the strategic location mentioned in the request. I will sail there and investigate.

The strait separating the island of Zealand on which is located Copenhagen with the Scandinavian Peninsula. At its narrowest, it is only 7 km across. It is a strategic point for trade between the North and Baltic seas.

Translation notes temporarily activate the language skill as well, so I guess those count too. Weirdly enough the quest name didn't change when I edited it.

This quest showed up for me WITHOUT having Nordic or notes, after having used 2 QMPs, just randomly looking for quests. For what is worth my Aides at the time had ENG/FRE/GER and ITA on me, so make of that what you will.
So I suppose you don't need Nordic for it to show up afterall.

Well, I lack the languages, and so do my aides, but managed to do this quest. In general, it seems you might have a better chance of a quest appearing if you have the language (whether on your toon, your aide, or through notes), but it's not an absolute necessity, barring all but perhaps a certain few quests like the Interpreter job quest.

in my experiences , a normal quest should show up without any language needed , if it requires reading , most of em will show up after afew qmp without the language , for job , nah no chance

restart your pc , my friend got that too , restart modem , try ultrasurf , try anything to change your IP , u using windows 8 ? or 8.1 ?

I'm just talking from personal experience. I tried to get the quest for days, used up dozens of QMP's. Showed up for the first time ever after picking up the language skill. It was one of the few times this had happened, hence this conclusion.

It's really not a bad conclusion to reach, based on those circumstances! I've personally found that, wherever capital cities like London are concerned, specific quests can be very difficult to pull, on account that so many spawn from those locations. I was vastly overqualified to pull Troy (over 100k adventure fame, r12 archaeology), and it still took me a little over 60 QMPs to re-spawn the silly quest after losing its discovery card.
Additionally, the JP wiki (umiol.com) says you need 1595 adventure fame before you can expect this quest to appear, regardless of the other requirements.

Just pulled this quest accidentaly, without having Nordic language (290k fame).

Yea, I've been thinking about pulling adventure quests lately, since to raise adventure level cap above 60, you need to do a whole list of quests from different adventure skills. The game probably favors ppl
who sail around doing whatever quests are available rather than pulling specific quests. (Sqmps may help with rare quests however)

imo , that is the fun of adv , u cant just sit on ivyro and search for chains of quests and do it like robots , its just weird and eventually u'll get bored of it , why do it anyway , true that there are people look for the prize of it only , but that is nowhere to be near the words "adver"

Sure, it's about adventuring but when you try to complete one category after getting most of the discoveries it's normal to take a look on those that youre missing. I'm starting to believe the theory about the abundance of possible quest spawns, getting the language just altered the filter considerably.
Btw, the quest title is Vital Location in the North. The article went missing somewhere.
