                          No, that's the number of comments under patriot award's info page (as it now shows 17). Just did this quest and got 13 PA's.

                          10 NPCs to kill. If you damage NPC but are killed yourself, when you re-start the fight against same NPC, any damage you inflicted during initial fight remains. The reward is till 13 PA's in 2020.
