1. A Familiar ManAh, doing well, friend? What? Info on Fort San Domingo? Oh, the explorer that asked me for info on the Fort. Well, just a few moments ago i saw him in the area. Said he was looking for something, and was gathering info on the that Fort. Wanted to know where the former residents of the Fort went and stuff like that.
2. The Explorer's SearchYou know, i still can't believe he broke off his investigations. I can still remember how diligently he gathered info on the castle before. When i told him i didn't know anymore than i told him before, he went and questioned the Town Official. It was just recently. Bet he still remembers what they talked about.
3. A Striking QuestionYou're referring to that explorer, right? Yes, he asked me about the Fort. He asked if i had heard of any people who might have been left behind when the Spanish left the island. If i remember right, the Spanish left the Fort with hardly any fighting. I doubt they would have left anyone behind.
4. A Character Who Knows the InteriorHe asked me if i knew any Europeans that might be familiar with the castle. I gave him the name of a famous explorer from our town and mentioned you as well. I had heard that you had investigated the place and found some interesting artifacts. Hey i have contacts all over the place!
5. Whereabouts of the Missing PersonYes, he asked me, too. He really seems to be searching for someone. He was asking for clues about someone from the castle. And aren't you the one that made some rare finds at the Fort there? He asked me to give you a message. He wants you to investigate the deeper parts of the Fort, as well.
6. Entrance to the Depths of the CastleYou see, i found a passageway in my own investigation. It was deep in the shadows and hard to make out. But it takes you deeper into the Fort. Anyway, he asked you to tell him if you found anything. If you decide to go, give it a look. But i would make sure you prepare well for it.
7. The Explorer's StepsThe explorer seems to be looking for someone. From the information he gathered, it would appear to be someone associated with the Spanish forces that built the Fort. Well, we have the information he found regarding the deeper parts of the Fort and how to get there. Now i just need to include all that in my report.

I have 41k adv exp and spent 20 QMPs, +3 to up levels way past requirements, plus 2 special qmps and have chinese language. I have also already been inside the dungeon and have the discovery card for the dungeon and it still wont show for me. WTF?

Fame req for this is only about 8k. If you can pull the first one, you can assuredly pull this one. If you meet all the reqs, it'll show eventually, but one important caveat for these quests for mid (FSD and Leshan):
If you're in fleet with someone who has already done them, they won't show no matter how many QMP you spend.
I ran into that problem with someone, though I was the one to do the quest first. He had to unfleet, then it showed on the first QMP.

Me and my buddy were in fleet, he had the discovery already and the quest didnt show up ... i had to pull the quest -> just saying u can be in fleet but you have to pull the quest.

You misunderstand me. The discovery is irrelevant (although, you need the discovery from upper). If someone in fleet with you has completed the quest for mid, it won't show for others in fleet.

47k is for upper (46k for Leshan). Both of the mid quests are MUCH less, 8k verified for one, and a similar amount for the other.

Also, SQMP would be a waste for this, anyway. It isn't a very rare or hard to get quest, and I seriously doubt it would be on any modified list available through SQMP. Don't waste money on it.

Quests dont require fame, thats just a myth. You need the req and language increase a lot the chance to spawn a quest in mediators. If they dont spawn is not that you dont have the fame, quest spawn is random and can get it in 1 qmp or 1000.

H9376 is either trolling, or completely ignorant of how this game works. All but the most beginner quests have a fame requirement, and this is verifiable on the Taiwanese and Korean wikis. The information is out there, it's just a matter of wading through machine translation to get it.
To quote myself:

This quest needs around 7.5k or 8k fame. It's the quests for the upper levels of each EA dungeon that are the pain in the ass, with 46k and 47k requirements. I can confirm that this quest will show without the language req, but if it doesn't, you'll waste less QMPs by having the language. It's mainly the job quests (and some of their prequests) that are real sticklers about having all possible reqs, including language.
