1. In Lima speak with Market Keeper.
2. In Lima speak with City Official 2x.
3. In Tumbes speak with City Official.
4. Sail to Northwest South American landing point. You will need to defeat the lvl 40 NPC's near the Large? Rock to progress the quest and be able to use observe.
5. Once defeated use Observe, use Search. The search area is near the rock.

The precious Incan King, Wyna Capak, supposedly left hidden treasure behind in the north! Who couldn't get excited about scret royal treasure!?

The achievements of Huayna Capac
King Wyna Capak was almost obsessed with subjugating the north. Soon after containing a rebellion that broke out north of Lima, he fell ill and died. The king's body was then taken back to the Inca Empire capital.

The subjugator and the subjected
When King Wyna Capak subjugated the north, he gave them some treasure to show off his generosity. That's how he got them to agree to become part of his rule. Let me think... If that treasure is still there, it would probably be around Tumbes. But that area is filled with people who hate Inca Empire. Be careful.

Recovery of treasure?
What's that? Are you here on Atawalpa's order to find Wyna Capak's reasure too? ...What? You're not? Then who were those people that went off to the northern disembarkation point to find it?

Location of the treasure
