Oh, you wanted to know the location. You go on shore from the south of the isle of britain...now let me try to remember... I've forgotten. Go ask at the Port Official.

To get to Stonehenge, first go around the island to the south from here, following the coast, and go onshore from the bank opposite calais.
Exactly opposite the place where you go onshore, I seem to remember a large upside-down rock. Its beyond there. Be careful!

Go on shore from the south shore of the isle of Britain and look around an upside-down rock. Stonehenge is said to lie behind there.

So is there more then one Quest Chain for the Merlin's staff quest? This chain begins with Investigation of Stonehenge, but the Sage of the Oak quest reaches the same result as well?

As I read it, you can progress through Sage of the Oak's first two quests -- the third and final one will never appear until you've completed this quest, however.
