According to a player, this effect apparently gives 10% prof. boost to refined skills. It stacks with other skill prof boosts (server-wide, UWC item, tarot, etc.) as well so it can be very helpful in remaxing your refined skills quickly.

However, the Royal Necklace lacks an item effect, so be prepared to restore its durability with World tarot effects as needed. Cheers.

Just wanted remind you guys this EX skill, a few frinds didnt know about this and can be really good when grinding hard skills ~like rowing~

You can use these items to improve your skill proficiency rate.
Skill Notes Usage Long Permit +20% bonus
Shining Tarot (The Empress) +10% bonus
Enhance Skill Refine 10~14% bonus
plus any skill charm and Server buff as Guilder mention above

Extra info: We usually get a 100% skill/experience/fame buff after every maintenance.
