Rashid does not sound likt deck battles are limited to NPCs but this item's effect only works when u're against NPC.

how is deck battle exp rate when fighting npc compared to melee and cannon?

deck battle gets more than defeating with cannons gets more than fighting them all melee. But deck battles kill fame, like almost none.
