These sell 100k a piece from the Venice craftsman, and probably other city craftsmen as well. No investment required, but it only works vs. NPC enemies.

You can buy these at 100k per rope at the craftsman NPC at all capital cites (not just Venice) in Europe. This pretty much guarantees your be able to enter deck battle in melee regardless of the odds. Will not work in PvP or in fleets you cant deck in the first place (flagged NPCs belonging to a nation or fleets relating to a quest or storyline).
